For Government & Community Leaders

A Private Initiative Built to Strengthen a Public Need.

Branch & Bloom Learning Academy and the Better Childcare Project represent a community-driven, privately funded response to one of Prince George's County's most persistent challenges: the lack of quality, accessible childcare.

We are not asking for government funding to get started. We are asking for community alignment, partnership, and the opportunity to show what a locally-rooted, foundation-backed childcare project can do for this county. We welcome meetings, briefings, and working relationships with county officials, school district leaders, workforce development agencies, health departments, civic organizations, and anyone committed to better outcomes for Prince George's County families.

The 2026 Moment

Why This Project, This County, Right Now.

Prince George's County is in the middle of one of the most consequential childcare reforms in its history. Council Chair Krystal Oriadha's Roadmap to Universal Child Care is the county's plan to expand access, lower cost, raise quality, and make it possible to open new childcare in places that were previously closed to it. We support that agenda publicly, actively, and from the ground.

The Bill

CB-35 (Pending)

Introduced and championed by Council Chair Oriadha. If passed, CB-35 would permit childcare centers in nearly all county zones and streamline the DPIE permitting pathway directly easing the kind of commercial-to-childcare conversion this project represents. We are public supporters.

The Roadmap

Roadmap to Universal Child Care

A sweeping agenda from Chair Oriadha targeting access, affordability, and quality. Includes a countywide childcare asset mapping initiative identifying where new seats are needed and supporting providers expanding capacity. Branch & Bloom is purpose-built to be on that map.

Our Role

A Working Case Study

The property at 6705–6711 Old Branch Ave which we are developing in partnership with the Donald Smolinski Family was previously zoned CM, where childcare was prohibited. Today it's zoned CS, requiring a special exception we've been navigating for two years, with DPIE plan review currently pending. We are the textbook case for why CB-35 matters, and a real-time proof point as it moves through the council.

The Better Childcare Project is a public supporter of CB-35 and aligned with the priorities of Prince George's County's Roadmap to Universal Child Care. We welcome partnership with the offices, agencies, and leaders advancing both.

Alignment With County Priorities

This Project Supports What the County Is Already Working Toward.

Better Childcare MD directly supports multiple Prince George's County strategic priorities.

Workforce Development

Reliable childcare is the number one barrier to workforce participation for parents of young children. Branch & Bloom Learning Academy removes that barrier for families in the Camp Springs corridor, enabling parents to work, train, and advance their careers.

Early Childhood Education

Children who receive quality early education enter kindergarten with measurably stronger academic and social foundations. Our curriculum is built around the developmental science of early childhood education, aligned with Maryland early learning standards.

Neighborhood Revitalization

The Better Childcare Project's plan for Old Branch Avenue includes a community market, family events, and long-term programming that activates a commercial corridor and creates economic opportunity for local residents and small businesses.

Equity & Access

The Better Childcare Foundation's scholarship program is specifically designed to ensure that premium early learning is not limited to high-income families. We are building access, not exclusivity.
